Keir Starmer's Backers Initiate 'Halt Andy Burnham' Campaign to Block Manchester Mayor's Commons Comeback

Key supporters of Labour leader Keir Starmer have reportedly kicked off a concerted initiative to stop Andy Burnham, the Labour Mayor of Greater Manchester, from securing a comeback to parliament. This action comes after the stepping down of a Manchester MP, which has prompted an upcoming by-election.

Significant Barriers in the Candidate Selection Procedure

A number of figures on the Labour Party's ruling NEC have reportedly predicted it would be highly challenging for Mr. Burnham to successfully pass through the selection procedure. This is largely due to the significant presence of supporters of the Prime Minister on the body who are desperate to head off any future challenge to Starmer's leadership.

The Labour party machine is said to have mobilised following the revelation of the MP's intended resignation, with officials and MPs raising concerns about the substantial expense and electoral danger of a subsequent mayoral race in Greater Manchester.

Burnham's Ambitions and Internal Disquiet

Andy Burnham has made no secret of his national ambitions. Previously, he caused consternation within No 10 and among senior ministers when he stated that numerous MPs had encouraged him to stand for the Labour leadership.

There has long been speculation that he is aiming for a seat in the Commons to potentially contest the Labour leadership should a challenge to Sir Keir emerge. However, supporters of the Greater Manchester Mayor have warned against exaggerating the level of any planning, suggesting he is deeply committed to his current role and would only re-enter Westminster if he felt he had something to contribute.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," one ally said.

Current Climate and Poll Ratings

Amid opinion polls suggesting Sir Keir is struggling in the polls and many MPs despondent about Labour's fate at the next election, Andy Burnham is seen as the sole prominent Labour figure with favourable ratings with the public.

Should Mr. Burnham choose to stand, several hurdles stand in his way. He would need to be selected by the NEC—where the odds are not in his favour—and then secure victory in the by-election against competition from Reform UK and pro-Gaza independents, all prior to any possible bid for the leadership.

The 'Stop Andy' Campaign

Senior Labour sources have said that a "Stop Andy" campaign is already in progress, with the party's organisation being tightly controlled by key allies of the Prime Minister.

The Prime Minister personally commented that the by-election procedure was in its "early stages" and urged his MPs to cease discussion of possible contests for the leadership.

Andy Burnham, commenting before the MP's departure was finalised, said to journalists: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Financial and Political Dangers

NEC members have allegedly pointed to not only personal opposition towards Mr. Burnham but also the prohibitive cost of a by-election for mayor in Greater Manchester. This could redirect an estimated £500,000 in campaign funds from other key electoral battles across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," an insider claimed.

A number of sources also expressed concerns about Reform UK attempting to fill any vacancy created by Mr. Burnham, which would represent a major symbolic victory for them.

Role of the Unions and Democratic Concerns

Being an elected mayor, Mr. Burnham would require the NEC's permission to stand. It is also possible the committee could impose an all-female shortlist to block his nomination.

However, one Burnham ally counselled against presuming the NEC would automatically block his candidacy, despite Sir Keir's team is largely believed to control it.

The unions hold a significant proportion of seats on the NEC. While the largest unions are currently remaining quiet, insiders indicated they would be opposed to anything seen as interference from Downing Street.

The leader of the Fire Brigades Union said: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

By-election Battle

The constituency in question has a sizable Labour lead. However, Reform UK is likely to launch a significant campaign, building on support in one part of the constituency. Labour assesses it is on firmer ground in the more populous Greater Manchester section, though it could face some pressure from pro-Gaza independents.

If Mr. Burnham return to parliament, he would need the support of 80 Labour MPs to launch a bid for the leadership, a hurdle that is far from certain given he is viewed with scepticism by a number of on the parliamentary party.

The departing MP confirmed he was resigning due to declining mental health, which had made it untenable for him to continue in his role. He is also subject to a standards inquiry related to his involvement in an inappropriate online group.
