Ukrainian President Volodymyr Zelensky Asserts Absence of Explicit Security Pledge from Allies

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide solid assurances that they will defend Ukraine in the event of a fresh offensive by Russia.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.

Allies proposed that the United States would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the French capital.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "a vital part of our dedication to support Ukraine for the long-term".

He added: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

The Ukrainian leader praised that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if European countries would defend Ukraine.

"But as long as we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And even if they do, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "90% ready".

Questions of land and security guarantees have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces currently controls about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
